PRODUCT / FICTIONAL EXAMPLE
Wall light
A frosted cylinder standing off a back plate on a short arm. It lights a wall rather than a room, which is a different specification.

How it is made.
The plate is pressed, the arm is welded and the tube is frosted to diffuse the source across its length. The stand-off is what lets the light wash the wall instead of being blocked by the plate.

Why a wall light is not a small pendant.
Because it lights a vertical surface. A wall wash needs the source close to and parallel with the wall, which is why the stand-off and the tube length matter more than the total output.
Why the ingress rating is on the specification.
Because a wall light is installed where it can be splashed. The rating applies only to the fitting as installed, which is why the mounting instruction is part of the product.
