Set-in sleeve
A tube with a cap seam and a cuff band. The sleeve is the part that makes a garment wearable, and the part that is hardest to correct later.

How it is made.
Set into the armhole rather than attached flat, so the cap eases into the shoulder. The cap ease is specified, because too much eases the sleeve into a gather and too little pulls the armhole.

Why the cap ease is stated as a number.
Because it is a fit, not a finish. A cap eased by the wrong amount either gathers at the shoulder or pulls the armhole out of round, and neither is visible on the flat.
What the inspection looks for.
Twist. A sleeve hung with a twist measures correctly and sits wrong on the arm, which is why it is measured laid flat rather than on the garment.
