FIT

A fit record is a set of steps, not a single size.

A size run is delivered by grading, and the grading steps are what make one size a size. What is specified is the step and the tolerance, not the label.

Why the shoulder is a separate column.

Because it does not grade on the chest step. A run where the shoulder follows the chest is a run whose shoulders are wrong at both ends, and the error is only visible once the ends are screened.

The question worth asking instead.

Which sizes the run is screened at. A supplier who screens only the middle has described a tolerance nobody at the ends will meet.
