What a first article actually confirms.

A first article report is a measurement of one part against one drawing. It is the most useful document in a machining programme and the most frequently misunderstood.

The four things a programme needs in writing.

The tolerance, the sampling method, the window in which inspection happens, and what happens if the batch fails. Without all four, a failed delivery becomes an argument rather than a process.

Why the hardest feature is called out separately.

Because it is where the process will drift first, and recording it at first article turns a future argument into a baseline. A report that measures everything equally has not decided what matters.
